BIS is running Certification Scheme for foreign manufacturers (FMCS) under BIS Act 2016 and BIS Regulations 2018.
This scheme facilitates a manufacturer located in a Foreign country to apply and obtain a certification licence for use of Standard Mark on a product which conforms to the relevant Indian Standard. The process for grant of licence is done by the Foreign Manufacturers Certification Department (FMCD) which is located at BIS Headquarters, New Delhi.
Most of the products which are certified under FMCD need mandatory BIS registration and can not be allowed to be imported, manufactured, sold, traded or stored without a valid BIS certification licence from BIS as mandated by the various Quality control orders issued by Govt of India. Currently about 643 products are under this mandatory list and include sectors like, steel, cement, sanitary, tyres, water, aluminum and copper primary and secondary products, electrical appliances and switchgear, toys, footwears, helmets, electric cables, textiles, PVC and UPVC pipes, electrical accessories, steel utensils, valves, chemicals and petrochemicals, pesticides, etc and the list is growing day by day.
The procedure requires a mandatory bis inspection of the overseas plant to verify its competency to manufacture and test a quality product against the given Indian standard.
